Living With Fire: What the Evidence Says About Wildfire and Towns Like Sisters

Sisters was built inside a forest that burns. Ponderosa pine country in Central Oregon evolved with frequent, low-intensity fire. A century of suppression, plus a warming climate, has pushed the region toward fewer but more severe fires. Smoke seasons and evacuation-level alerts are already part of life in Sisters Country. None of that is controversial among fire scientists. The open questions are about what a community should do about it.

What the research is confident about

Homes ignite from embers more than from flame fronts. Post-fire investigations across the West keep finding the same thing: wind-driven embers landing on roofs, in gutters, under decks, and against fences are the main way structures catch, often far from the fire itself. That is why the condition of one home matters to its whole street.

Fire outcomes are shared at neighborhood scale. Work from the Insurance Institute for Business & Home Safety (IBHS) and the broader fire-science literature shows how structure-to-structure spread turns single ignitions into neighborhood losses. Wooden fences, connected vegetation, and closely spaced outbuildings act like fuses. A well-prepared home surrounded by unprepared ones inherits its neighbors' risk.

Preparation beats reaction. The interventions with the strongest evidence behind them are all things done in calm years, not fire years. Ignition-resistant roofing, ember-resistant vents, cleared zones right around structures, and access routes that stay maintained.

Evacuation capacity is decided in advance. How long it takes a community to get out is mostly set by road capacity, the number of ways out, and how clear the communication is. Communities that have studied their own evacuation honestly tend to describe the exercise as sobering, and worth it.

What is genuinely uncertain

The research is much less settled on the questions that matter most locally:

  • Which combination of steps buys the most risk reduction per dollar for a particular town's housing stock;
  • How voluntary programs keep people participating over the years, especially across rentals and absentee owners;
  • How forest treatments at landscape scale and lot-scale preparation add up to change real outcomes for one specific town.

None of that is a reason to wait. It is a reason to measure. Community-scale preparation should be treated as something to prototype and check, not assume.

What this suggests for Sisters

The unit of wildfire resilience is the neighborhood, not the parcel.

Three working conclusions shape the Lab's approach:

  1. Start at street scale. A voluntary, measurable neighborhood standard, developed with fire professionals, aims at the scale where the evidence says outcomes get decided. That is the focus of our Fire-Resilient Neighborhood Standard project.
  2. Build on what exists. Firewise USA, Oregon's community wildfire protection planning, and the fire-adapted-communities work already happening in Central Oregon give us frameworks and partners. Sisters doesn't need to invent this field. It needs to apply it, street by street.
  3. Be honest about limits. No standard makes a town fireproof. The goal is shifting the odds. Fewer ignitions, slower spread, cleaner evacuations, faster recovery.

What we still need to learn locally

This brief is a summary of published research, not a local risk assessment. The next steps are local ones. Talking with the fire professionals who know this landscape, understanding what preparation is realistic on actual Sisters streets with actual budgets, and finding volunteer neighborhoods willing to test a standard through a full fire season.
